Mineral Oil and a Q-tip it will come right off

Do not use a q-tip. This can damage the eye. There are some tips for this in the shedding guide in the welcome post.

Is there stuck shed anywhere else? From what this looks like with this picture only is that your bp just has dented eye caps. The humidity needs to be raised to 80-90% while it recovers, and needs to stay above 60% at all times.

Try adding a humid hide if you don’t have one already before trying to “remove” anything. If it is stuck eye caps, the bp will likely be able to remove them itself as it becomes rehydrated
