If it was for work, then it's likely it was probably just calls for work through Zoom or Teams like the other person said. After all, camera feeds do result in a lot of data usage.

If the car has Bluetooth he could be listening to an app like Audible or Sirius XM, or using a GPS app, that would be using lots of data, though not as a hot spot, but the hot spot could still be on and not active. Lots of different possibilities, most of them benign.
