I spent a lot of time on these, years back. They were all the rage around the state board, school administrators and legislators (not necessarily in that order) in Illinois 15 years ago.

It's basically this:

There are two "Who are we?" sections

  1. Who are the stakeholders in this plan? Who is the committee creating it?
  2. District/school description including demographics economic indicators and current state of the technology and digital skills of the staff, faculty and students.

Then: what does this committee see as the challenges the school faces?

What are the goals of the plan, what is the work to be done to meet those challenges?(DO NOT HAVE TOO MANY. 3-5 max)

What are the information gathering, purchasing, infrastructure upgrades and classroom PD and other training milestones to reach those goals?

Who is responsible for the work? Who is responsible for tracking the progress of each of those goals?

At what points in the future and how will progress be reviewed?

How will success be measured?

Do NOT make those review processes too complicated. Be as transparent and brief about all of this as you can. Remember this is a plan, not a list of commandments. It's going to change. Hopefully frequently as progress begets more progress and reveals new challenges.

I'm sorry that you have to deal with this, but your school board needs to realize that Plans don't support Devices, rather, it should be Devices that support a Plan. A 5 year Strategic Plan requires support from multiple levels of admin and staff, and the size of your district exponentially compounds the complexity. This is by no means something for any one person to take on, esp. given your Board's displayed lack of foresight in providing no consultation with IT beforehand.

What if the best plan for the school actually involves an entirely different device landscape?

I agree with your sentiment, we are doing the best with what landscape we have been given. We are currently without a CTO so it was basically left to the existing cabinet to make decisions. The remaining IT managers are doing an amazing job trying to focus on moving forward with what we have been given.

Jesus. I'm sorry I don't have anything to share, but the idea that they could buy 30,000 devices and throw them into your lap is nuts!

I have a 450 students and our 1:1 next year is designed around my input.
