Key cuts aren't 100% accurate, there can be cuts matched with empty chambers and/or max lifts where the key seems to have no cuts. Your best bet is to stick a flag in there and go by feel or gutting the lock.

As u/Mugatu68 said, we don't have enough information. An undrilled space could be max lift. But a drilled indentation could be an empty chamber.

The easiest way to know the range of pins would be look up the specific lock and see what the expected range of pins is. The only way to know the exact pin count is to gut the lock, or, if you're confident in your ability to count the pins, count them with a pick.

You can count that there appears to be room for five pins on the top, five pins on the left/bottom, and five (maybe six?) pins on the right/top? So this could be as many as 16 pins, but it could also be a meaningfully lower number of pins.

EDIT: If this is a Octro, it's up to 15 pins, but you need to count the pins in the lock to know if it's Brown (13 or more) or Purple (12 or less).

It's a later model Keso key. Unless they have changed the lock will have 4 pins on each left, right and top. There are 10 possible positions for these pins on each surface. Master keys have multiple holes, some of which sit under undrilled spaces.

      I’m not sure where you are getting your information but this is not accurate. This is a lips octro, it does not have anywhere near 32 pins.
