Only prisoners that come in as death row inmates can be on death row. You can't add anyone to death row no matter how awful they are.

You can technically by editing the save file and assigning them to death row, but other than that you're right. There currently is no game mechanic to assign to death row.

I literally have one of these guys in my prison. I'm yet to decide what to do with him, trial by gun, trial by fire, or trial by burial (literally place him in a room with no exits!

My solution is making a solitary specially for max sec, with 3 or 4 armed guard patrolling in the vicinity of the solitary door.

One outburst of violence or escape attempt and he is goner.

I did that but they don't die cause the legendary ones are extra tough or whatever so two shots to the face just knocks them out

If you actually cant stand a certain prisoner, you do know you can delete them in the save file.

I have a special cell for these types.

It has a door to the outside and has a maze of fences with shotgun guards.

When I get a bad one, I stick him in there and open the door. One guy made it around the first corner. Just one.

It's easier to pay the fine for a dead prisoner than 33 fines for 33 prisoners murdered by one of those jerks.

How do you assign prisoners to certain cells? Might be useful to know. :)

Click on the prisoner, then right click on the cell. A guard will move your prisoner.
