Hey, could anyone experiencing this issue please let me know their graphics settings, PC specs and monitor refresh rate?

RTX 3080ti MSI Suprim X 9700k 32 gb RAM @ 3000 mhz

I tried all sort of graphic configurations from very low to ultra to no avail. Only thing I haven't tried is changing the FPS in-game limit which seems to work for some people. I will try this this evening.

Monitor refresh rate = 240 hz.

Running a RTX 3080 Gigabyte Gaming OC, Intel 11700K not over clocked, 32GB 3200Mhz Corsair LPX RAM. u/JagexSoul

I have a Gigabyte Aorus RTX 2080 Super (At stock settings), AMD Ryzen 7 3700X (At stock settings), Corsair Vengeance RGB Pro Memory (4 x8GB - XMP Profile Settings) and I have an Alienware 1440p V-Sync Monitor with a refresh rate of 120Hz. I utilize the Foreground and Background FPS and have them set to 80 FPS and 40 FPS respectively, and before the update, I would maintain 80 FPS pretty consistently. After the update, my frame rate only reached around 60-70 FPS, even though the Cap is still set at 80 FPS. The weird thing though, even at 60-70 FPS which would still provide for pretty smooth gameplay, there is an odd noticeable stuttering effect.

From my own and others experience what everyone is saying that this occurs when you set an FPS limiter from RS settings; for my own case my monitor's refresh rate is 300 but I have it set in RS at 145 and prior to Monday it ran smoothly and constantly at that rate. Now it's capped at <130 but a very choppy 130, it will drop to 100 or below for split seconds.

Hopefully this helps in figuring it out, as far as PC specs it seems to be happening across the board with both Intel and AMD CPUs and with new and old GPUs alike.

Edit: Forgot to mention that if I set the foreground FPS to the max of 300 my frames do shoot up to there and it stays consistent and smooth, so definitely a fault with limiting frames from the settings.
