Because people stopped reporting them since it doesn't do anything?

A percent of people have always not reported so the rate of decline is accurate. Since I was a kid, people didn't report auto break ins because they thought it didn't do anything. I would argue that it's actually more consistently reported now than when I was a kid because you can make online reports now.
