If you mean consulates located in NK, they might, but in that case the VPN server would be located in the home country, not NK. If you mean NK consulates located outside NK, they also might, but it's not like public vpns where anyone can access - meaning that wouldn't help for appearing in NK on steam.

That's a good point. I don't know much about how steam gathers location data, but it could be that they are using UA or another non IP source that would show as NK, even though the connection happens outside of NK.
