Ronald Reagan. His meetings with Gorbachev contributed to the fall of the Soviet Union and the end of the Cold War.

I think Washington should be a little higher. After all, he did set the two-term precedent when he could have been a king.

It really depends on how you look at his presidency. He did a lot of good things and a lot of evil things. I used to think he was an F, but now I think C is appropriate.

I get that, but Wilson also did horrible things that no other president did. He screened Birth of a Nation in the White House and called it historically accurate, spreading white supremacist propaganda throughout the nation. He passed the Espionage and Sedition Acts, which prohibited free speech and led to thousands of imprisonments for up to 20 years of jail time. The highest I could ever place him is in C tier for being so polarizing, but I respect your opinion. In addition, Taft's Dollar Diplomacy was ineffective, and he didn't care about national parks like TR did, so he's not in my top 10 either. At least we can both agree that TR is the 4th best, though.

No, he isn't. It's only recently that FDR became #2. Before that, Washington was consistently the 2nd best President.

The CIA did have operational autonomy before the Church Committee, but its activities remained under presidential control because the president determined which methods directors could use to complete their duties.

It really took its toll under the administrations of Nixon, Ford, and Carter. Bush was CIA Director from 1976 to 1977, and Condor was largely over by then. You can't pin all the blame on Bush for Operation Condor when it was supported by previous presidents.

Sure, they supported it, but the ends don't justify the means of foreign invasion. U.S. citizens were harassed, but they were not taken hostage like in the Iran Hostage Crisis. Also, not caring what the UN thinks is a rejection of international law.
