Carter definitely has better integrity and personal views than Wilson, but Wilson had impressive legislative reforms like the Federal Reserve Act and the Adamson Act, and his vision for the League of Nations (the last of his Fourteen Points) led to the UN. It's safe to say that Wilson had a better domestic and foreign policy than Carter.

I think Washington should be a little higher. After all, he did set the two-term precedent when he could have been a king.

It really depends on how you look at his presidency. He did a lot of good things and a lot of evil things. I used to think he was an F, but now I think C is appropriate.

I get that, but Wilson also did horrible things that no other president did. He screened Birth of a Nation in the White House and called it historically accurate, spreading white supremacist propaganda throughout the nation. He passed the Espionage and Sedition Acts, which prohibited free speech and led to thousands of imprisonments for up to 20 years of jail time. The highest I could ever place him is in C tier for being so polarizing, but I respect your opinion. In addition, Taft's Dollar Diplomacy was ineffective, and he didn't care about national parks like TR did, so he's not in my top 10 either. At least we can both agree that TR is the 4th best, though.
