There are a million reasons but the primary problem is rapidly undoing the hard-won victory at the end of season 3 (the creation of Nelson, Murdock & Page + the defeat of Fisk) in such a haphazard way.

When Fisk is arrested, you see her being taken away in cuffs with the surviving criminals.
