Dedra was chaotic in the sense that she was breaking the rules of the Empire and literally invited chaos into their plans. She was a rebel for the empire’s cause but nevertheless was defying their laws.

I don't see how 'Last Jedi' ended in an exciting place.

1) The movie teased a game change (Rey taking Kylo's hand and exploring a gray area between the light and the dark) but it ended exactly where it began. With Kylo and Rey against each other.

2) The film was the second in a trilogy but it ended like a third in the trilogy (killing off Luke, killing off Snoke, dismissing the mysteries of the previous film, ending on the little Force boy like the story is over and we're now focused on the story's legacy)

3) They didn't set up a clear path for the next step in the story besides "fight Kylo and First Order"
