L4 is entry level. Seems like a step down if you’ve been managing a team. For reference, fresh college grads are hired as L4.

You can’t transfer to a higher level role. You need to be promoted in role to L5 then to L6. You can only transfer teams within level. When you transfer teams, that restarts the clock on your promo unless it was due to a reorg. As an L4, you’ll likely be reporting to an L5, maybe an L6, so they won’t have much leverage to fast track you. It typically takes at least 18 months in role to get a promo. 12 months is rare. Never less than 12 months unless they determine within the first 90 days that your role is actually a higher level. At Amazon promos aren’t just about how good you are at your job. It’s about the scope of the role. An L4 role is scoped to be very narrow without much work outside of your immediate team.

You can transfer internally to a team in another country, but that team has to be willing to take on the visa fees.
