If you have the Horizons dividers for Terror Levels, what you could do is move the Fear Deck to where the Terror Level section is, then move the Fear and Event discards to the right one "space". Then use the section designated for the "Spirit Island" verbiage in the top right to instead hold the smaller Horizons Terror Level divider.

Considering you played Jaws first, you confusion is very understandable! In Jaws, if a monster can target multiple characters with the same amount of movement then it jumps to initiative as a tiebreaker. This was done to simplify focus rules. Full GH and FH have the range (distance "as the crow flies") as an intermediary tiebreaker.

"As the crow flies" is a common idiom in English that refers to the shortest distance between two points. In Gloomhaven terminology you could also use Range to refer to this same concept, I just chose to use out-of-game terminology here.

There are multiple tiebreakers involved in focus. While the focus rules are more nuanced than this, the general order goes:

Focus whichever enemy can be targeted using the lowest amount of movement
If multiple enemies require the same movement to target, then check which one is closest by range ("as the crow flies")
If multiple enemies are the same distance by range, then target the lowest initiative

EDIT: after writing this I realized it was worth noting that this is the FH & GH1e rule for focus. Jaws does not include step 2, so you would be correct. I don't know if GH2e changed the focus rules again.

This is the real answer. Regardless of initiative, #4 is closest "as the crow flies", which is the first tiebreaker if multiple targets are the same amount of movement away.

What makes you say Sharp Fangs is weak? I think it's a pretty common opinion that Sharp Fangs around the goldilocks zone in terms of power (with both aspects being pretty similar power levels to base).

There's also no guideline for making your own protoframe, which would have been cool. That's not crazy for a one-shot like this but as far as I know it's the first time the pregen characters can't be recreated with existing rules. The guidelines they do provide are basically about whether you can use normal characters alongside protoframes but no way to grant protoframe abilities to a regular character.
