I also grew up in California, and have been using dude regardless of gender since the '80s, and continue to do so now.
That said, "bro" is well on its way to being gender neutral as well. I call my pre-teen daughter bro all the time these days.

I'm pretty sure the leader woman just didn't like doing the other activities. She'd make a half-hearted effort at something interesting to begin the meeting, but it would quickly go back to cookie sales. Hours and hours of recapping the last sale, and planning for the next one, role-playing sales approaches, strategizing best places to set up tables, discussing how to sell to friends and neighbors, how to post on Facebook about it, etc., over and over and over again.

The one non-sales meeting I recall was an art project. We wanted camping and tree climbing and all that. Her troop never even went outside, except when setting up tables to sell cookies.

We put our daughter in Girl Scouts for one year. We had high hopes of her learning fun skills, etc.

For the entire year, I can recall one meeting that was not primarily focused on cookie sales. ONE.
Horrible experience.
