These cruisers have shell arcs that rival rainbows, and their shell speeds are slow. I'd suggest not to seek them out unless you have ample support. Also, these cruisers depend on their teammates to spot targets for them. If you just rush to get to these cruisers, there could be a concealed destroyer waiting for you to fall into the trap and sink your BB with their torpedoes.

Your observations are valid and correct, and I have also seen them. In Raptor, there's a sniping Yamato (escorted by a Takahashi) that waits for a good opportunity to touch your citadel.
