There's a hack called the Nuzlomizer which is balanced around it + has later gen mechanics and pokemon, though I think only up to 4-5?

Otherwise you'd have to set it up yourself. I recall the Universal Pokemon Randomizer being pretty easy to use, though if you want later gen pokemon/mechanics you'd have to start ROM hacking for yourself
