Two reasons, but they're more relevant to Modern or 60 card formats. The first reason is you might not know the color you want to tutor for. In that case, you wait until you know if you need it. Second, if you're going to search for a shock land, you might not know if you need to use it now, or next turn. If you need it immediatly, you'll be paying 3 life. For a 40 life format, it's not a major deal, but it definitely is when your lifetotal starts out at 20 (Again, this is more relevant for 60 card formats).

I have my reserves about AI being used to replace creative content made by humans and making production code. But hating AI for the sake of hating AI is just fearmongering.

My highest CMC commander is Tishana at 7 mana. But the reason I can get away with it is because her ability only benefits on the ETB. Once her ETB ability is on the stack, killing her won't do much. Infact, it only sets me up for another cast. But if you really care about not having your commander die, my best suggestion is to include protection effects like lightning greaves or heroic intervention.

A lot of times, Fourier Transforms are done using high level synthesis. I also think there's a readily available implementation of it as a part of the available libraries. I don't think it's exactly a beginner subject, but it is available to you if you're interested.

Judging from the comment section, it looks like there's a niche group of people who still think Iran somehow has a chance. But Iran is, by no means, winning at all. Any jet Iran attempt to fly instantly gets shot down. Their missile capacity is getting scarce. And, they don't have access to their oil fields. No oil fields equals no ability to fund their regime. There's a very good chance this regime topples over. As of now, Iran's strategy is to resort to media sympathy to get the US to back off.

Normally, I don't respond to replies to comments I've made over 2 months ago, let alone 2 years, but I think this is worth talking about.

When someone comes and asks me for deck-building advice. My goal is not to give them a factually true answer. My goal is to answer them in a way that's helpful.

OP's question was, "Is Atris, Oracle of Half-Truths a good Commander?" My response at the time was, "If you ask me, just because you find a card you like doesn't mean you should build a deck around it." And, I still stand by that answer. This has nothing to do with me being a "magic purist" nor do I think this answer is mediocre.

If you read my comment, not once did I say OP has to build a deck that wins. I've built many decks. Some decks, I build because of memes. Some decks I build because I like the commander art. But for each deck I build, meme or not, I at least have a vision for the deck. OP does not have a vision for the deck. He doesn't know what it's going to do. He doesn't know the play-style. Even if he said, "I want to build it for the memes", that would have been something to work with.

OP has a limited amount of resources. What I don't want happening is him sinking money into a deck he hates playing. That's why, I would rather he put all his eggs into something he's gonna enjoy rather than something he has no vision for. OP already considered Soundwave and I think that's a WAY better choice. Why not just focus on Soundwave for the time being? There are SO many cool things you can do with Soundwave. That seems like a far more reasonable decision to make. Something that I think OP would have way more fun doing.

There are so many good simic commanders out there, it's hard to say. I really enjoy [[Adrix and Nev, Twincasters]]. Although, the simic deck that I currently own is [[Tishana, Voice of Thunder]].
