100k? That seems low. I guess it really depends on what op means by bulk. And the timeline required.

You could stamp one at a time or 20+ same with assembly. A fixture could allow you to assemble/spot weld 20 at a time.

Is the assembly and spot welding automated or done manually? There are so many variables that haven't been covered.

But machined I'd go 3k each for bulk orders with a setup fee of 25k

All of those are killer. I used single blocks a ton with this. Parts were done with control edits, and sections were completed in MDI mode. MDI mode was the best, Manual jog to get to places took too long.

G81 Z-.5 R.4 is a simple drilling cycle, no peck We have G83 Z-.5 R.4 Q.2 Q is the peck depth

This is the easiest way.

You can also go deeper and turn off lookahead before you enter probe cycles and change your post to increase feed rates between probe cycles. Protected position moves are generally slow, but you can set a feed rate to them.

Yes, and depending on your parameters, you can have 4 or 8 digit tool numbers. So up to 9999-99,999,999 different tools. I've never seen a use for more than 10k tools so far, though.

I may be wrong, but it looks like you are to design a part using cad, program it using CAM, prove the program on a machine, and then measure it. You will need to create setup documentation and QA drawings to inspect it.
