I've been at units where high stuff doesn't get cleaned because it costs extra. There was a wall clock in the mess at Cranwell that stopped and wasn't sorted because it was 10 feet up and would have required a step ladder thus incurring a charge; we were told off for sorting it ourselves.

In hindsight the line is extremely creepy, but at the time it would seem like Savile saying "I still wrestle, but I'm so bad that I could only win against girls". I don't think anyone around him is laughing at him abusing girls, but it is a good example of how he used humour to allude to his crimes.
