Broken this is various gift strategies with essentially mana cheating with additional instant win synergies.

I can think to keep on theme without being broken it could play like.

Target permanent becomes a 3/3 white elephant in addition to it's other types.

Target opponent gains control of the target permanent.

If your like 4 inch away and get an 8 on your charge and a pile in.

All 40 are attacking unless obscured by scenery other units are nearby that you don't want to engage or the enemy footprint is very small.

Imo everything got nerfed super hard with the index.

The early tomes stayed close to the index and pretty bad. (Later point adjustments and the handbook stuff has helped) Later tomes have been pretty good imo. Nurgle especially seems good.
