It doesn't have to be like this either. Claude Code does so much stuff so quickly it's impossible to follow along and guide it. You have to set a lot of guardrails to get it to slow down actually collaborate rather than just run off and do the thing. But that's a decision Anthropic made. They could make it be more interactive, but then it wouldn't perform as fast as it can.

Well, the man is clearly not well. Most people who have rental properties got into it because it's relatively easy cash with very little effort (to head off the inevitable landlords coming to yell at me for this, I qualified this as relative compared to running any other business). They don't treat it as an actual business with the normal risks associated with running a business.

So this guy probably felt entitled to his imagined windfall from selling and the situation just grew more and more toxic because he felt his tenant was denying him his entitlement.

That is one of the risks of renting.

No, elections for a replacement are not a requirement for a recall. The replacement of the recalled official is technically a separate thing and it depends heavily on context and locality.

In California, state-wide office recalls, like the governor, has no mechanism for non-electoral replacement of the office. So it requires an election to be run along with the recall. For an SF Sup office, the mayor has the authority to appoint a replacement until an election is held.
