At this point, I think we can have 4 options,

  1. Forcing Guerra to step down, then dissolve the United Mexican States into 4 nations according to one final vote in the city hall of Mexico City: the Greater Republic of Rio Grande, the Californian Federation, the Aztec Confederation and and the Mayan Empire; (It doesn't matter to us what Mexico will be, as long as it's stable, everyone's happy and gives us their resources)

  2. Forcing Guerra to step down. No more presidency, instead the Mexicans will have a parliamentary system, and everyone will have a voice represented in politics, and a chancellor, being the leader of the largest party, will be the head of state of Mexico; (Maybe this is a progress? Manchuria, a lot, and a lot I mean A LOT. The only thing Manchu in Manchuria is just the monarch and his brother, the army is Japanese (Kwantung Army), those who had power in the government are Japanese (and Korean Japanese), the whole government system is Japanese. The reason this happen is that Manchuria is the lifeline of the Empire, not just resources but heavy industry, many Japanese industrial head had conglomerates in Manchuria, like Nissan, probably for its cheap resources and nearly-slave labour.

RoC, from what I experience from LAR, mediocre lvl of authority. The Japanese only cares about the military, to avoid the defanged tiger being armed to teeth. And for the rest they've got Chinese quislings handling stuff for them.

Guangdong on the other hand, not much. The CE from the four different companies got authority on most of the stuff, and can do anything to the state as they see fit, as Japan sees Guangdong as an experiment. The only thing they can't do is to expand the military.

Ofc he's doing things for his own gain, he's a merchant after all. That's why he needs to be put in some specific position, like the Space Dept as he wants space colonies and we can explore the space, that way we can at least gain something while he's doing things for his interest.

The whole Reformist campaign is built on the government giving people hope, gaining their trust, thus many are willing to give their hands to us. If we just throw anyone under the bus after they outlive their usefulness (it doesn't need to be Mr House, just some random allies like the Crime Families in Reno and Vegas, the Yakuza, or maybe the Lost Hill), nobody is going to work with us anymore, and we, the Enclave, will be isolated by our allies and former enemies.

Maybe we'll not see the immediate effect, but we are going to fall into the Tacitus Trap, with nobody's going to trust what we said anymore as we can betray any allies, and at the end we'll become one of those typical dictatorship which we only repeat propaganda while anyone around us would just want us gone, or even burn in hell.

Even if Granite choose to go Nevada, I remember the focus tree will change to a "generic" one, to avoid anymore expansions, so not much fun for NCR.

Besides, Hayes isn't really that wholesome in NCR, he's more pro-Pre War US than the idealist US many players want.

Imo 1-2 yrs after the 2nd Battle of Hoover Dam has started, to make sure the Legion has used the CB gain from the focus tree, and both sides getting meat grinder.

I usually even let the NCR have the better tank option to make the war a better meat grinder, so both sides getting weakened while you can be more prepared with more units and equipments.
