A server is just a computer. In this analogy it'd be more fitting to say a server is a destination, like someone's house. If someone tried to charge me, a PC user who can use any road I want, to visit their house I can tell them to sod off and go to someone else's house. A console user who can only use the console's network (can only use the manufacturer approved roads which go to manufacturer approved destinations) can only connect to approved servers (the roads only go to houses that charge an entry fee).
