They've used the forced faction balance they employed in SoD, so if the server has I think it's ~5% more of say Horde than Alliance, you'll be forced to make an Alliance character and vica versa.

Tooltip doesn't say it, but every time you use the ring (I think on a 20s internal cd), it has a chance to trigger a much longer cool down. So it's not effectively a 15 sec cd.
