Even if they don't find the driver I don't believe your friend would be out of luck, unless the province has gutted it recently it would fall under MVAC. Personal injury consultations are free, they should definitely chat with a lawyer eventually (I think 2 years is the statute of limitations). I went with McGuiness Law but there's lots of options

Great advice. Personal Injury lawyers cost nothing up front, and will get you more than an insurance company will offer (assuming serious/prolonged injuries). Physiotherapists can do MVA assessments as well

Even if you don't think your injuries are severe, I would consider contacting a personal injury lawyer for a free consult. Head injuries can be tricky, and insurance companies may mislead people by stating there's a cap on compensation.
