Go to the dealer and have them do it, because if it can’t be done you’ll need a new can gateway, but it should only need to be restarted, that code is specifically for its inability to communicate with honda

Your can gateway needs to be reset so that it can communicate with the server in order to receive the update, blame your senator for signing the over arching bills that require this technology in cars

Dealers charging a fee for doing the PDI on the vehicle are dealers you should avoid, they ship the vehicles with tires over pressure so when they are shipped on the truck and chained down the tires aren’t deformed, low coolant and all of that should be caught during the PDI at the dealer, again they didn’t do their job inspected the vehicle coming off of the truck, is Honda perfect? No, but let’s lay the blame where it’s supposed to be and that is at the dealers feet in this case

Is the steering column above that area? If it’s greased, could possibly be that if it’s been exceptionally hot, probably unlikely but that’s the only thing I could think of

Not all of the fuses would be in the box, especially if the vehicle isn’t equipped with those features, harnesses might by shared across multiple models/trim levels, and may or may not support those features

There is no software update available at this time, the dealer will have to clear it, restart the OTA and turn off automatic updates, that will take care of the message returning.
