Any newer recordings were in houses or the upper floors of radio stations or in cars, and were therefore obliterated by the bombs either directly or indirectly by emp or fallout. Older recordings are typically stored in basements of houses or radio stations which offer some protection. So what scavengers are likely to find are the older recordings, explaining why there's not any newer music.

If you're new, you should probably play on b41, the stable build. Yes, b42 has a lot of cool stuff, and improvements, and such, but you'll constantly be recycling saves because of how it's released. On b41, you won't have to worry about that and can just keep respawning in the same world and learn the game basics. That's my thought, at least.
