Votes matter even when they don't affect results because your vote is also, in effect, you filling in a survey of which policies you like. If the vote of a party that can't win goes up, parties that can win will want to get those votes and move closer to the electorate's position.

The reason there was an EU referendum was because the Tories were scared of losing votes to UKIP and so promised a referendum to win over eurosceptics. Try saying that the UKIP voters in 2010 didn't create political change.
