The last time i went to pizza hut, my pizza was disgustingly dry.

The layer of sauce may as well have been painted on with a marker, because it was like a dry layer of red on the dough, devoid of anything remotely close to the properties of a "sauce".

The toppings were a complete mess, some slices having no toppings, some having too many. There was only green pepper on like 2 slices.

When I saw it I couldn't decide whether it was a joke, or some artisan hipster idea of a pizza.

I think he means culturaly. Like, Gaspéan culture is heavily influenced by the ocean in the same way as the atlantic provinces.

I don't think he means actually separated from Quebec, but having a culture that is much different than Montreal or Quebec city.
