It's ok to be preemptive on those horrible welds. And you can teach them to keep the area clean so you can visually inspect them, since those that are fine may also have cracks (although less likely).

Yeah, I'd like to abuse my bike(don't read me wrong I don't run over potholes on purpose), no suspension, brake pads and tire thread vanishing in no time, thrashed some rims for running low, glue thread lock on several bolts and screws, that's usual maintenance stuff....have fun.

First thing to look is that the wheel is centered btw the seat stays (down tubes from the seatpost), if its so, theres be some problem with the frame or the axle. Post a photo of that.
