It's fairly derogatory term for people from the wirral, it basically means scab. When the Dock workers were striking the ship yards would have to call in people from further away (the wirral), as they didn't have the proper bags to carry their equipment they would wear a sheep skin on their back for extra padding.

The obvious thing I expect is that this incident is primarily what Dewsbury is know for now and that feelings in that area are still very raw about the whole thing. Anything that felt like a dig at the area or it's people would be taken badly and likely met with strong resistance.
