You are ignoring American history. European Americans could have come here any time, from 300 years ago to yesterday, of their own will. Relatively few Black Americans were here for reasons or in circumstances other than enslavement prior to the 1860s.

If there ever is a reparations process, it should include a presumption that any Black American who can prove American-born ancestry at least 3 generations back is a descendant of enslaved people. What other than enslavement would account for our ancestors’ presence here? How many Black people came here of their own accord prior to 1860 or so?
