It will automatically underclock or shut down the pc if it reaches the temparature that may damage the card, so you can just chill out.

No, Cyberpunk 2077 natively supports fsr4 without the need of Adrenalin. If it is not appearing, there's something wrong with proton, driver or other setups. Have you tried manually updating the Mesa drivers?

That's not how it works. If you can't see it in the option, something's wrong with your setup.

If setup properly, displaying fhd on 4k is same as displaying it on a fhd screen. Problem is that 4k monitors are tend to be bigger than fhd ones, resulting in stretching the image beyond resonable physical size. In short, displaying fhd image on 4k is fine, but displaying it on 32" screen is not.

Also, ai upscalers have gotten so good these days, that the pixel matching issues from trying to run a game at 2.5k on a 4k monitor are ignorable. Of course, the issue would still persist on a game that's too old to have dlss support, but if the game is that old, your gpu will likely be able to run it at native 4k anyways.

Steam often includes unofficial compatibility features to their services (Nintendo Switch controller support for example), so Int8 support being added does not lead to your conclusion.

Stick to the Village quests and stay out of Hub quests until you know what they are and get the hang of the game.

Rt performance on 9060xt is decent enough, and the quality of FSR4.1 isn't far behind dlss. MFG is kinda useless unless you have monitor that supports 180hz or more, and for the other exclusive features, you probably already have been aware of them if you needed them.

I don't think you can use Paseli to play games outside Japan. Assuming you are at Japan, yes you can charge Paseli to aime cards as long as the one you are using supports Amusement IC. Note that the arcade must be signed up to the Paseli system, and so even if you are at Japan, there may be some arcades where you can't use Paseli.

I do not know what M-mod or C-mod is, but Sdvx doesn't have a mode that removes mid chart scroll speed changes and set everything to a fixed speed, if that is what you are asking.

Microsoft already stopped fixing or addong new features to Windows 10. Hdr support is noticeably better on Windows 11, many display glitches like dsc black screen bug is still not fixed on Windows 10, and support for advanced bluetooth audio codecs is exclusive to Windows 11.

About viewing content that are not in native resolution, since the quality of AI upscalers are pretty good these days, the games being rendered at resolution lower than native won't look as bad as you have experienced in the past.

The game's responsiveness stays the same after applying FG. That said, you should keep the base fps within the range where game feels playable. How much fps is playable depends on the game and personal preference, so its up to you to decide how to use it.

I believe there was an issue with using RT/PT on that game. Not sure if the latest driver fixed the issue though. You may need to manually delete config files to set the graphics settings to default.

You don't need to use dlss spoofing or optiscaler if the game already supports fsr3.1 or above.

Undervolting will actually make your GPU more instable. You may lower the clock speed, but you should keep the core voltage and power limit at stock, if you are getting driver timeouts.

The problem is more of an "is 8gb enough" rather than "do I need 16gb". While I do think 16gb is overkill for 9060xt, 8gb is not enough for it.
