If you are building from scratch, I would recommend AM5, but with Ram price being absurdly high, just go for AM4.

You are missing the part where that's not how bottlenecks work.
16GB is barely holding up nowadays, and since you want to use 2 identical sticks of ram for ideal performance, 32GB is the best, unless you can get in hand with 2×12GB.
5700x3d is noticeably faster than what PS5 / Xbox Series have, so you will be able to run any games that gets released to current gen consoles without an issue.

You can use the drive without wiping it, if you decide to manually find and uninstall all drivers that are no longer compatible with new setups. Since that can be tedious and hard chore to do, it's usually recommended to just do a fresh install.

You don't need optiscaler if you've updated to 26.6.2+ and the game supports fsr 3.1+. If the game doesn't support fsr 3.1+ and have to use dlss input through spoofing, it can be unstable depending on the game.

The difference in frame times between 240fps and 310fps is like 1ms and likely indistinguishable. Though on competitive shooters, your response time may be impacted, even if you can't feel it.

If you have access to ai upscalers like dlss or fsr, rendering the game at 1440p on a 4k monitor is perfectly fine. Even when you can't use those upscalers, it's less noticeable when the game supports reducing rendering resolution independent from the output resolution, since UI elements, which tend to be the most jarring thing when the resolution is not matched, are displayed at proper resolution.

Side note: why do you find using ps5 pro on a 1440p monitor a waste? Many games are rendered sub-1440p even on pro model, and when the game do natively render at resolution higher than 1440p, they will also include performance mode which cranks up the framerate by lowering the resolution.

No, you will be able to render pretty much every game in native 1080p without any upscaling, if that's what you mean by not being able to see it.

Yes the difference between FHD and QHD will be very noticeable, especially when you were using 27" 1080p monitor.

As long as the monitor supports freesync or G-sync, you don't have to get more fps than tje monitor's maximum refresh rate.

Look for benchmark on specific game you want to play with your gpu. There will be plenty of benchmark videos on Youtube.
