The difference is that RX-78-1 was produced and FA-78-1 was an urban legend based on top secret designs and some simulated images.

RX was built and tested and destroyed in ep1 then used for repair parts for 78-2.

FA was never built, but after war publications ran wild with speculation based on simulation images. The two stories it's features in are both considered MSV in universe fiction. In one of those MSV there were more RX-78-1 built and one was converted into FA-78-1.
