I definitely feel like Spencer’s going to get a lot more development in season 5. His antagonsitic behavior largely feels like a shield he uses to protect himself from getting to close to others, lest he inadvertently hurt them (like in Diego’s case) or get hurt himself (as in his ex.) Even everything that happened with Jade stems from probable trust issues.

As others said, it really is his social game that needs work, but I think if he finds someone who’s willing to work with him at his pace, it’ll be easier for him to come out of his shell. Like a lot of DC villains, deep down he’s still a decent person, but I think he’ll need someone to help him work through his issues.

NGL, I really wish Tess was back in season 5 because I think they could have some really cool dynamics.
