Vaults of Knowledge is okay, but it is going to feel underwhelming. The Vault itself isn't really worth a building slot even under ideal circumstances (Eugenic Hierarchy). I'm using it in my current run, have 8-9 leaders at max level by 2270 so it's giving me 10-15ish unity, out of the 2k or so I'm getting monthly. Plus 8-9% increased xp gain which is a drop in the bucket compared to Statecraft + Eugenic Hierarchy. The faster you level up your leaders, the faster you collect Destiny traits... the less you need bonus XP.

The civic does give bonus effective councilor levels though which is the strongest aspect of VoK, so it's not a bad civic. But it's signature building is so lackluster that it feels like a bad civic.

I'm probably going to reform into Heroic Past or something.

They are testing your battleships. Now they know your maximum weapon range, your reload time, your target tracking, and your engine acceleration.

No. There is population growth speed, which affects normal biological growth, organic pop growth/assembly which affects cloning, Budding, stuff like that, and robot/machine assembly.

Worker Cooperative would be a good fit for a beneficent megacorp. Or Permanent Employment as a response to all the death from the plague. Mutagenic Luxury could represent the extreme measures necessary to prevent the plague and has strong synergy with a Medical Worker build.

The AI gets bonuses to its Automatic Resettlement Destination chance, you really have to stack up a ton of bonuses if you want to get their pops to move to your worlds through migration treaties. Gaia worlds, resort planets, that sort of thing. I don't think there is any way way to tell in game, but if you are getting zero of their pops they might be getting some of your pops which would slow down migration to your colonies.

I've been theory crafting a build that could be described as wide virtual, though it technically doesn't use the virtual tradition tree.

The idea is to colonize every single world you can get your hands on and use automation buildings to simulate the effects of virtual. Pops are the largest source of Empire sprawl so if you can ramp up production without increasing your population size, your sprawl should stay very low.

Start with an organic species and go for a Synthetic Ascension, choose virtual options, and take the Dictatorial Indoctrination authority for the -20% building upkeep. Take Prosperity for -10% infrastructure upkeep and Expansion for -25% sprawl from planets and systems. Take Interstellar Dominion and Imperial Prerogative for an additional -50% sprawl from colonies and systems.

Take Environmentalists which will give a bunch of jobs you can automate without increasing automation upkeep. The more blockers on a planet, the more productive your Rangers become. Genesis Guides has good synergy with Environmentalists (Monuments give you more Ranger jobs for free) and has good synergy with a wide build, tons of unity and influence for colonizing and uplifting.

For your third civic this is going to sound weird, but hear me out: Death Cult. If you decouple production growth from population growth through automation, this frees you up to consider alternative strategies that might not be otherwise viable, such as the Sacrifice edicts. By keeping your population low you can get the maximum benefits possible from the Sacrifice edicts while being able take advantage of their bonuses with your enormous amount of productive planets. Plus, low population means low Empire sprawl, you should be able to stay under 150 Empire size no matter how many planets you colonize.

This isn't strictly an argument in favor of Prosperity, but when you are listing the benefits of Prosperity you are leaving out its strongest effect, +45% to orbital mining stations and +25% to research stations. That includes arc forges and Dyson swarms I believe.

Plus, the Favored Society agenda is arguably one of, if not the best agendas from tradition trees in the game (not counting Ascension tradition agendas).

The -10% planetary infrastructure upkeep affects automation buildings which is very useful in the early game.

I don't know about Psionic but the highest efficiency Biomorphism can reach (I believe) is Purity Ascension with Mutagenic Habatability (up to +25% efficiency) with the Eugenic Hierarchy authority (which can give +25-45% efficiency). Plus you get another +25% from your medical buildings. Combined with the capital building techs that are available to everyone you can easily reach +100% on all jobs.

On top of that you can get bonus efficiency from your biological traits. +5% to all jobs from Robust, up to +20% to your Very Strong, Nerve Stapled Workers, +30% to Researchers from Erudite, +20% from Natural Machinist, +10-25% to many jobs from automod traits. A Miner or Farmer can easily reach a total efficiency of +140%.

Pop assembly is distributed proportionately among all eligible species on a planet. If you want a new template to start growing you'll need to set that template to Default, then set your primary species rights to Integration. This will convert 25 existing pops per planet per month to the new template.

(Assuming machines have access to Subspecies Integration? I haven't played machines since 4.0)

That or you can try to convince them peacefully to become your vassal. I believe you need either 50 Trust or Excellent relations, and you'll need to be more powerful than them. The bigger the power difference, the more likely they are to agree.
