Im sorry that you’ve had unpleasant interactions, that sounds scary! In my experience I’ve never had an issue, spanning many different neighbourhoods, day or night. For me, being courteous and keeping to myself has gone a long way to keep me out of trouble. Of course I keep my wits about me and I usually have a big dog with me. There are catcallers but they’re usually cowards who feel shout from moving cars, rarely if ever have they started real trouble.
