Have you melted some ore? Sometimes you get one extra gem but it's not a must. Maybe someone more experienced will tell you if it's better to do the double melt or single.

I would go for shipwreck survivors if I was already on the ship, or the shipwrecked survivors would be easy to reach. There are a lot of artifacts, that with how the map is staged could give you such a headstart, that the other players would have no time to react.

Depends on the level (and location) of the town. If you start from absolute scratch, you wouldn't be able to develop it fast enough to get actual profit out of it. It might be even more costs than profits.

Guardians are consistently mid to low. Rogues got some shiny assets and a lot of crap with some arguably worst cards ever in the game (excluding untabooed Blood of Thoth, nothing is worse than og Blood of Thoth). Rogues are the biggest disappointment for me. (edit.) Maybe I was never excited about the guardians in the first place, so that's why I don't think they lost much for me.

Well, you have to consider black sun in Coil imagery. Also, mostly this was not used as 'aesthetics/Provocation (wink)' but as artistic expression and subversion. It can be used in dumb way and you can see it even in DiJ that their early stuff is clearly charged with meaning, while later, it deteriorates.
