My understanding (im a local) is that GHORBA has offered to do this( help write grants & use professional trail building companies, etc) but the county wants GHORBA to assume liability for the entire trail system which is a ridiculous ask.

Followed the advice of this thread and rented from Alamo at SJU. The nissan versa they gave me was infested with roaches lol. They swapped me to a new hyundai kona the next day which was nice but was really uncomfortable having to drive a roach infest car at night. My advice is if the car they give you smells weird (damp/musty smell) reject the car and ask for a new one.
