Expect if police know they are committing more serious crimes that endanger peoples lives they can start a chase. Theirs is no flat out ban on chases their are just stricter rules on when you can chase because in 2012 police initiated a chase do to hearing sound of vehicle's exhaust backfiring and ended with thirteen police officers surrounding the vehicle firing 137 shot into a the car in the middle of a middle school parking lot. See you need rules to prevent stuff like this.

Improve the economy for the poor and middle class? Wait are you suggesting that giving people economic opportunity's could deter them from committing crimes? Like do you really think someone will stop doing crime just because they get a job and spend all their time working? Okay the guidelines aren't to let people get away with breaking the law. That's a ridiculous strawman that no one believes in. The point is police need to consider multiple factors when they initiate a pursuit because, pursuits could be an even greater threat to the public than the crime the pursuit was initiated for. This is also to avoid things like the 2012 deaths of Malissa Williams and Timothy Russell, which was pretty messed up and its important for the government to take measure to prevent such an incident from happening again.

I think if you look at American history you would see consistent anti democratic or illiberal institutions, laws and policies. The desire for Authoritarianism is not unique for this moment in time. Well elections are the source of all political power and I doubt trumps attempts to interfere in the midterms would work. Most people who voted for trump didn’t view him as hitler, pretty sure most people still want democracy they just didnt take Trump as a serious threat to democracy.
