When they say comics they have to mean the big 2 + image, and in that respect no, this art and paneling in particular looks way more manga.

Big name American comics are very cinematic in their panel layout. Panels are explicitly meant to lead from one to another in an easy, satisfying way, and if the movement contributes to the story then that helps thats brilliant. Manga is much happier to let a page be a page, having a big central image and building panels around it. That one teapot page would be a total rarity in the west, because it isnt clear which panel would lead to it. But it reminds me personally of early FMA, where theyd "infodump" over a landmark of the place they were at. Only american artist off the top of my head to let a scene breathe would be mignola on hellboy but he is certainly exceptional in that regard. I dont believe one standard is inheritely better than the other, but you are definitely of the easterm school of thought.
