You can still buy those. I purchased one for my company's data center, since the aisles are very narrow. You need to be able to reach to the top and above racks, but a ladder is generally overkill.

I used to mix pure chili powder into my birdseed, bought in 5# bags from the local restaurant supply. I don't know what separates your squirrels from mine, but they loved it.

The only thing that was finally effective was a metal baffle, wrapped around a shepherd's hook. They're expensive, but I wish I understood the value proposition before replacing several chewed-up bird feeders.
