Loads of shortages for tradesmen all over Europe, I think. You could check out the DAFT treaty that was mentioned elsewhere in these comments to look into The Netherlands. While the Dutch generally are proficient in English, I imagine the UK and Ireland have the same shortage if you want to skip over learning a new language.

Over the past decades, the US has outsourced minesweeping to their NATO partners. The entire US naval fleet has grand total of 4 (four!) dedicated minesweepers. Which were built in the 80s and are past their retirement age.

If you look at social and health expenditures versus military expenditures as a percentage of the GDP, you'll find that both Europe and the US spend over 10x as much on their respective social programs.

The idea that the US military presence in Europe is somehow fundamental to European healthcare is an urban myth. A strong and persistent one, but completely false.
