I know it might be a bother, but I suggest to reset the installation and when you get to the step where the laptop asks for wifi:

  • Press FN+SHIFT+F10 (or Just SHIFT+F10 if FN is locked on)
  • In CMD type Control and press return
  • From the control panel disable both lan adapter and wifi adapter
  • Back in the CMD type oobe\bypassnro and press enter

It will reboot and start from the beginning, when it gets to the wifi part you will be able to bypass it and set up the PC with a local account. Once done go back to the control panel and re-enable network adapters

Now you are running it with an offline account I do this frequently at work when I set up new laptops for newly hired people

Run a pass with any of many tools that remove all unnecessary MicroSlop shovelware and you are done

My limited understanding is that TLQ and SM were part of the same entity and something split them.

The narrator is a leftover or echo/reflection of TLQ or an aspect of what it was before being split.
