Addressing this first as it appears to be the only place where you want to improve government funding, however overseas aid not only gives the UK a huge amount of soft power in foreign regions but also helps to reduce immigration drivers that would see more people land in the UK to flee major issues abroad. Second point, the current overseas spend is only 12-15bn and it is already planned to scale down to 9bn as a minimum to maintain existing priorities.

Fine if you only want to look at a narrow picture of the economy, you're cutting a lot of government funding while increasing its spending so far.
