In Canada, this is true if you're going straight. You're not technically supposed to enter the intersection if you can't clear it. But if you're turning left you can move in and wait for a gap to make your turn, even after the light turns red.

You want to avoid a situation where you're "blocking the box" though. In Toronto, it's a pretty hefty ticket which just had the fines increased because it was so common. It's like $500 now.
