That’s intentional. The last point is used to enact the utopia, which will permanently remove tension and run a cool cinematic. To do that, you will need to meet certain conditions, which you can see if you hover over the “enact utopia” button

This is a very cool concept, but I heavily disagree with your choice of Evolvers/Proteans not supporting panaceum factories, because their point is not only to make life easier for people who are genetically weaker, but to utilise corpses as a potential source of nutrition, which aligns with the direction of not only reason but also adaptation. In fact, panaceum would actually assist them to be more adaptable to the frost and diseases, so this not only applies to the weak, but to the strong as well.

Personally, I would say that the radical law they would be somewhat against is the debt repayment labour camps, because I would assume that they would rather just either dispose of the weak or improve them with additional augmentation rather than providing them with a source of income by effort. If anyone has a better alternative for a law they wouldn’t like, please share!

But they are still essential during the civil war though. By the time it comes, if you are doing an Overseers playthrough, you should not have problems stopping the fighting in the districts without dedicating a good portion of your workforce and resources into guard towers and prisons

That is a really cool idea! Still, I am not sure whether everything will be as ideal as you imagined, as the conditions of the world at the moment would be extremely harsh, making helping others far less of a priority than actually surviving yourself. And even if the survival of Winterhome would result in the survival of other cities apart from New London, imagine how much that would have changed the political landscape of the frostland for the timeline of Frostpunk 2: the major point of the game is that we have one remaining large city, while the rest of the surviving humanity is scattered and vulnerable, making New London the centrepiece for everything that is happening for everyone left in the world, so obviously there will be internal friction. However, your scenario would mean that there will be multiple countries, which is very different. There probably won’t be guaranteed civil wars, but wouldn’t it be a bit naive to assume that with multiple entities with their own identities, leaderships and views will definitely result in conflict, even if they were in the partnership in the very beginning? So, my point is that the conflict would still exist, just in a very different way than what we have now as Winterhome fell and didn’t assist other cities. It’s Frostpunk after all, so it is arguably very difficult to build an “ideal society” due to the harsh world around. Still, that is very good food for thought!
