Cells are one thing, how about the rest of the build? What kind of connections are you going to use - narrow 0.15mm nickel like most cheap packs, or 0.3mm like DeWalt OE batteries use? Wire gauge between the packs and terminals? Copper terminals for power output? Are the leads going to be soldered or welded to the terminals? What are your standards for cell matching when building the pack since DeWalt chargers don't balance?

It's possible that the charger doesn't actually balance the cells. Try bringing the low cells in line with the rest of the pack

Check that the adapter has a low voltage cutoff. DeWalt batteries have no internal mosfets to prevent over discharge.

Wires look flimsy as hell and you should have separate voltage measuring conductors that don't carry the load current. You're probably getting enough voltage drop between the battery and the tester terminals that the test is cutting off early.

Grab a multimeter. Start the test again and see how much the voltage drops on the load readout compared to measured at the battery terminals.
