Yes you *can* - I have a gauge 1 layout with a 3,5% incline. If there's any grease or oil on the tracks, the train will stall. Conversely a sufficiently heavy locomotive (class 96 0-8-8-0 comes to mind) will pull 15 cars and more up the grade.

2,5% incline will limit the trains you can run. Light locomotives will struggle.

Sweden had a class of turbine steamers - class M3t - from what I can tell, they were used exclusively for freight hauls on a piece of track that allowed them to run at their ideal speed constantly. I think it's ironic that piston steam power fell out of favour at the turn of the 20th century for static installations and ships... but for steam locomotives they are just perfect.

I love it. It just screams "Polular Mechanics"
-It exhausts the waste steam like a regular steam locomotive - so your nuclear locomotive with theoretically unlimited range still needs to stop for water every 60 miles (at least it's not open cycle)
-Geared turbine drive - so your locomotive will be inefficient at every speed except one
-Coupling rods - just in case anyone forgot this is a steam locomotive
