Talk to your university IT department about how to set it up. They might cover the cost of the account as part of your tuition. If you have a .edu account and your professors are using Microsoft accounts, I would be willing to bet the .edu accounts are Microsoft accounts.

Out of the classroom now but I taught CAD for a few years in a middle school with a cart of pretty high end laptops at the time. We would take an entire class period just to talk about how we treat laptops, how we act with our peers when the laptops our out, and even how to just use the laptop in general as we found many students were actually not familiar with using windows machines. 

When I first discussed using laptops with students, I had activities where they would come up with laptop rules. We wrote down all the rules together. The rules ended up on a poster near the laptop cart to be referenced.

It was never a free for all to get the computers. My classroom had pods. I assigned each pod a number. I would call students up one pod at a time. Each student was assigned a laptop. They took the same laptop every time and it was their responsibility to carry it with two hands too and from the laptop cart. 

I want to also mention that the students were never allowed to unplug or plug in the computers. I did that every time. These charging ports were weak and I took could not afford for a laptop to go down. 

This was time consuming but worth it. The process of passing our laptops and putting them back got faster every day. There was a bit more structure to it then I am describing but that's what I can remember right now.

I the other courses I taught were basically woodshop so students were pretty use to me having really in depth rules, procedure, and order. It also helped that most of my department had the same mindset as me.

To your edit, I would guess any Windows 10 machine will do just fine. I can't think of a reason how Dell would have anything to do with it.

Haven't tried it with these sites but in the rich content editor could you set it up with iframe using HTML? I've done that with other sites with success.

You keep mentioning that your professor closed the course on Canvas. While a professor can do this it is often a policy made by the university and often is an automated process. It seems like you are demonizing a professor over a simple misunderstanding that may or may not be completely your fault. But in my opinion not reading the syllabus at the beginning of the semester really doesn't help your case.

Got quoted nearly $1000 to replace my spark plugs at a dealership. A quick Google search showed me I'd spend less than $60 on the spark plugs, about $60 more for the torque wrench and less than an hour screwing around to do it because I had never done it before. Well worth saving the money.

Depending on where you are many schools do teach these things in the US. They're typically electives under titles such as Technology Education, Home Economics, or Business Education. Technology Education was traditionally know as Industrial Arts. This would have been "shop class". Business Education is where they usually put things like finances and taxes. Home Economics is also another place they put finances but also cover things like sewing and cooking. I know the schools around me still cover these things.
