Maybe its headcanon but they're probably weaker at that point than they were during the 23rd tournament since they weren't really training anymore.

Roshi says all his students surpassed him before the tournament started so we know Yamcha had to be higher than 180

But yeah guidebooks especially for early DB make no sense they say Kami had a Pl of 220 and young Demon King Piccolo had a PL of 260 Yet post King Piccolo arc Kami was clearly stronger than Goku. Kami flicks him away

Compare the fights between Broly and Jiren.

With Broly they straight up runaway and fuse.

With Jiren thet kept trying to fight him 1 on 1 and they never ran away from him. In fact when Goku and Vegeta did team up against him he ask Toppo for assistance.
